Jawaharlal Institute of Postgraduate Medical Education & Research (JIPMER) has introduced online tenders for procurement of goods and services. The JIPMER e-procurement portal is an end-to-end solution to buy and sell products and services through an online tendering process. On the JIPMER e-tendering portal, processes such as vendor registration, tender announcement and corrigendum, processing of the tender form, opening of tenders, negotiation and awarding of tenders can be carried out in an efficient and a transparent manner. The JIPMER online tendering portal serves as a secure, online platform for both buyers and vendors to transact business.

Vendors are required to buy class 2 digital signature certificates to participate in the JIPMER e-procurement process. Tender-related documents have to be signed digitally. Bidders can get a username and password on the ‘Register me’ page of the portal. The registration charges are Rs. 500. Online payment can be made using a credit card, a debit card or internet banking. The payment can also be made by a demand draft issued in favour of K.S.E.D.C. Ltd, Bangalore.

Following are the system requirements for installation of the DSC from an e-token:

Minimum system configuration:

• A recent personal computer or laptop with USB ports and a memory of at least 512MB
• Screen resolution - 1024 x 768 pixels

After installing the certificate, ActiveX controls in Internet Explorer have to be enabled. The following steps have to be followed:

• Click on ‘Tools’, choose ‘Internet Options’, click 'Security' and select 'Internet'.
• Click on 'Custom Level' and enable all the options for 'ActiveX controls and plugins’. Choose ‘Low safety’ for S/w channel permissions.
• Same for local intranet and same for trusted Sites.
• Click 'OK 'to save the settings.
