Power Transmission Corporation of Uttarakhand Limited (PTCUL) was formed to maintain and operate 132 KV and above transmission lines and substations in the state of Uttaranchal. To make the tendering process more efficient and transparent, PTCUL has introduced e-tendering. E-tendering is a process in which products or services can be procured using the internet. Online processes help reduce indirect costs and the time involved in the tendering process. After registering on the portal, tenderers can access their account from any location in the world with the help of a computer and an internet connection.

Bidders can register for Power Transmission Corporation of Uttarakhand Limited Tenders online. Vendors are advised to register through the ‘Vendor Registration’ link in the PTCUL online tender portal.  Vendors have to obtain a username and password to participate in tenders of PTCUL by paying Rs.2247. The registration fees can be paid online or through a demand draft. The demand draft has to be drawn in favour of ITI Ltd. and has to be payable at Lucknow. From 01/11/2012 class 3 digital signature is mandatory to participate in e-tendering in India. Bidders can purchase digital signature certificates from a registration authority (RA). According to the Information Technology Act 2000, certifying authorities, licensed by Controller of Certifying Authority, India (CCA), issues these certificates.

As per CCA’s new guidelines, processing of digital signature certificates (DSCs) takes 7 to 10 days after physical submission of application forms to the helpdesk. The helpdesk can be contacted at 011-49424365 for more details.

Safescrypt issues valid sify digital signatures which can be used for e-procurement in India. Both sify class 2 DSC and sify class 3 DSC is available with a validity of one year and two years. These certificates come in two categories – signing only and signing and encryption.

Sify digital signatures certificates are used to authenticate a user’s identity. To obtain a sify class 3 digital signature certificate, an individual has to prove his/ her identity, in person, at the registration authority (RA). Upon expiry, the certificates can be renewed by paying the renewal fees. The certificate has to be installed on the user’s computer to participate in e-tenders. Also the certificate’s serial number has to be registered with the tendering portal, for particular tenders.

PTCUL e-procurement portal by Tenderwizard is compatible with Internet Explorer versions 7, 8 and 9. Compatibility for version 10 is under testing. The portal is user friendly and can be used to view latest tenders and circulars, system requirements and frequently asked questions on digital signatures. Autodesk DWF viewer, updated help files and Adobe reader can also be downloaded from the PTCUL e-tenders portal.
