Class 3 digital signature certificates are required to participate in the National Institute of Ocean Technology e-procurement process.

As per the Information Technology Act 2000, the Controller of Certifying Authorities (CCA) licenses and regulates the working of certifying authorities and also ensures that none of the provisions of the Act are violated. Certifying authorities (CAs) issue digital signature certificates (DSC) for authentication of users’ identity. Safescrypt, one of the licensed certifying authorities, issues legally valid sify digital signatures. The signatures can be used for e-tendering, e-procurement, income tax e-filing, patent and trademark e-filing, e-ticketing, encryption of email messages, etc.

Safescrypt issues both – sify class 2 digital certificates and sify class 3 digital certificates.

Sify class 2 DSC: These certificates are issued to both business personnel and individuals. Information provided by applicants is verified with consumer databases of financial institutions such as credit card companies.

Sify class 3 DSC: It can be issued to individuals as well as organisations. These are primarily for e-commerce applications and will be issued to individuals only on their physical appearance before the certifying authority.

CCA follows a thorough verification process to confirm the applicants’ identity and has issued the following guidelines to all certifying authorities:
1) CAs must make sure that the issuance of digital signature certificates are not processed in an automatic approval mode.
2) The certifying authority must ensure that applicants have submitted all the required documents along with the application form. The issuance process should be commenced only after all the documents are received.

For NIOT tenders a class 3 signing DSC is required. Based on their requirements, vendors can buy digital signature certificates online at https://www.esign.in

Vendors have to download the relevant application forms, fill them out completely, attach relevant notarised or attested copies, as required, and courier it to the Esign office. Along with the documents, proof of online or offline payment has to be submitted. Buyers have an option to pay online using MasterCard, Visa or American Express card through Esign’s highly-secure EBS e-payment gateway. Payment can be made via a debit card, internet banking, demand draft or RTGS/NEFT fund transfer. Buyers can also pay cash at the Esign office along with their application and all relevant documents.

The Esign support team will contact applicants by email and phone to keep them updated about the enrollment process and the delivery of the sify digital signature certificate. The team will also assist in first usage of the digital certificate after the buyer receives his/ her kit containing the digital signature certificate loaded on an e-token and a CD containing software and the relevant drivers. These drivers have to be installed onto every computer on which the vendors’ use the signature.
