Kerala Sustainable Urban Development Project (KSUDP) has replaced the traditional paper-based tendering process with electronic tendering. Short listing of vendors, pre-qualification process, tender approval, free-of-cost download of tender documents, submission of bid documents, generation of evaluation sheets and even tender announcements can be completed online. Vendors can participate in the KSUDP e-tender system after registering on the portal and obtaining a username and password. Class 3 digital signature certificate is also mandatory. Bidders and suppliers are recommended to register on the KSUDP online tendering website. The portal includes user-friendly features such as e-payment gateways and usage of digital signatures certificates, as per the IT Act 2000. The system is developed based on the requirements of the Statutory Procurement System in India. It also complies with the guidelines of the Transparency Act.

A sify digital signature comes with two keys – a public key and a private key. Both these keys are essential to encrypt and decrypt data which is shared online. A sify DSC owner can share the public key. It is used to encrypt information. Encrypted information can be decrypted only with an appropriate key. Without a key for decrypting a message, encrypted data cannot be decrypted. Digital signature certificate owners should save their private key in order to protect their data.

For online tenders, vendors have to encrypt their bids in order to protect the confidential information. The encrypted information can be decrypted without a digital certificate. To decrypt encrypted information, the same certificate which was used for decryption is required. Hence vendors must possess copies of their old certificates, along with the respective public keys. New/ renewed certificates cannot be used to decrypt information which was encrypted using old/ expired certificates.


A sify digital signature certificate will be delivered to buyers within seven working days along with a VASCO digipass key. The e-token, in which the DSC is stored, is password protected. If the vendor loses or forgets his/her password, the token will be automatically blocked for the owners’ security.

A class 3 DSC can be issued to individuals as well as organisations. For issuance of a Class 3 digital signature certificate, applicants have to appear in person to confirm their identity. Sify class 3 digital signature certificates come with a validity of one or two years. Authorised certifying authorities (CA) can issue digital certificates for online transactions.

DSCs contribute towards making the KSUDP e-tenders portal secure. Encrypted bids submitted by one bidder, cannot be viewed or decrypted by another user. A valid certificate has to be used to complete the KSUDP e-procurement process. For the officials to be able to view encrypted bids, bidders are required to send the public key using their unique password.
