Association of State Road Transport Undertakings (ASRTU), the apex body of all the State Road Transport Undertakings in India, operates under the Ministry of Road Transport and Highways. ASRTU establishes rate contracts with auto component manufacturers registered under the Factories Act/S.S.I/N.S.I.C. These contracts are established for the supply of Tata and Leyland passenger vehicle components, general items used to construct bus bodies, and items such as tyres, lube-oil and HSD.
 
To bid for ASRTU tenders, vendors have to register on the ASRTU e-tendering portal. Tenderers can email their details and required documents to the official email id. A user name and password will be sent within 24 hours. Username and password can also be generated online. Users can fill the ‘Register me’ form on the ASRTU e-procurement portal; upload scanned copies of the registration certificate, other supporting documents and a requisition letter. The system will generate an inactive password which will be activated once the registration fee is received. Registered vendors will be notified via email communication.

After registration, vendors can change their email address using the ‘Modify profile’ link. The password is encrypted at the database level. Users should change their password once in 3 to 4 months. The information shared on the ASRTU e-tenders portal is secure. The data is used only by the respective departments for the purpose of evaluation and awarding of contracts.

Class 3 digital signature certificate is mandatory for all the vendors who wish to bid for Association of State Road Transport Undertakings tenders. Vendors are advised to contact the Buyer Department regarding the guidelines stipulated for use of digital signature certificates (DSCs). Digital signatures can be obtained from a licensed certifying authority (CAs) or a licensed registration authority (LRA).

Sify class 3 digital certificates come with a validity of one or two years. The vendor can purchase a sify digital signature certificate, depending on his/ her needs.

Once the registered vendor has procured a valid class 3 DSC, he/ she can log-in with the e-token in which the certificate is stored. The certificate number will be automatically updated in the profile on the ASRTU e-tendering portal, during the first login. The vendor can also send the serial number of his/ her digital certificate to a local ASRTU representative with authenticated documents to update his/ her profile with the DSC serial number. The tenderers are advised to mention their company name, user id and digital signature certificate number for easy and immediate reference.

The e-token contains a smart card-like chip. Along with the sify digital signature certificates, users can use it to store personal information, such as cryptographic keys, user names, passwords, licenses or other data.
