TCS CA will now be issuing digital signature certificates only to the public sector
( government) and will continue to support all retail segment, digital signature
certificates issued until that date, for their entire lifetime. JASH INTERNATIONAL will also
continue to support all those digital signature certificates it issued as a Registration
Authority until such time as they are due for renewal.
JASH INTERNATIONAL, is happy to announce that we continue to service
and support our customers with new Sify Technologies (Safescrypt) issued Class 2
and Class 3 digital signature certificates of all types and for all applications.
Further, we can also renew expiring digital signature certificates of TCS CA with
that of Sify Technologies ( Safescrypt). We are also in a position to renew certificates

Bharat Petroleum Corporation Limited BPCL Online Tenders eProcurement
Selective Bharat Petroleum Corporation Limited e-tenders are hosted on the BPCL e-procurement portal - https://bpcl.eproc.in. Vendors have to register on the portal to participate in the tendering process. Vendors can submit priced bids and techno-commercial technical bids, download tender documents and view tender fees and EMD on the portal. Manual tendering processes are eliminated with this web-based portal.
Techno-commercial and priced bids, for tenders published on the e-procurement portal, have to be submitted online. Technical specification documents, other documents listed in the tender application and tender fee or EMD drafts have to be submitted in originals, before a date and time specified in the tender.
Pre-requisites to submit BPCL online tenders:
- Tenderer should register on the portal and obtain a valid username.
- Vendors should possess a legally valid digital signature certificate issued by a licensed certifying authority operating under the Root Certifying Authority of India (RCAI), Controller of Certifying Authorities (CCA) of India.
- Internet Explorer version 6.0 and above should be used to access the portal.
- The operating system should be Microsoft Windows XP or above.
- Any other pre-requisites mentioned in the tender documents of a specific tender.

The Bharat Petroleum Corporation Limited online tender portal ensure that all online activities, on the portal, are logged. Unauthorised persons cannot access the data.
- Tender-related documents should be signed using a legally valid class 2 digital signature certificate. Under the Information Technology Act, digital signature certificates (DSC) have to be certified by a certifying authority (CA) nominated by Controller of Certifying Authorities (CCA). A CA issues certificates for electronic authentication of users.
- The process validation feature has been developed such that even BPCL officers cannot view commercial bids before the time of opening of the commercial bid. Bidders cannot view commercial bids by other bidders. All the data and documents submitted on the BPCL portal are encrypted. The login passwords of all registered users are encrypted at the database level.
- The BPCL online tendering process is in compliance with the Information Technology Act, 2000.
As per the guidelines issued by the CCA, all certifying authorities should follow these steps before issuing a DSC:
- The authorities must ensure that the applications for buying digital signature certificates are not automatically approved.
- Before beginning the process of issuance of a DSC, the CA must verify that all the supporting documents have been received along with application form. All the documents and the form should be available for inspection within 15 days.
Auditors appointed by CCA conduct checks to ascertain that the above mentioned steps are followed by the certifying authorities.
